魏京生:革命贵在坚持

利比亚的革命军正在和卡扎菲的雇佣军激烈战斗。卡扎菲很有远见,事先储备了大量的黄金和外汇。即使西方国家对他进行经济制裁,他仍然有大量的现金可以支付雇佣军每人每天一千美元的工资。雇佣军一度几乎消灭了革命军。
在国际社会的强烈呼吁下,迟迟不采取行动的欧美国家终于出手,空中打击迫使卡扎菲缩回了他的老窝。战争的形势转变为有利于革命军方面。在起死回生的国际舆论压力中,就有利比亚的海外反对派力量的重要作用。他们长期对国际社会进行呼吁和解释,对国际社会了解卡扎菲独裁政权的性质,在关键时刻做出有利于利比亚人民的决定,发挥着重要的作用。

正如老话说的那样,冰冻三尺非一日之寒。要对付一帮老练的独裁者,不但需要智慧和勇气,更需要有坚持不懈的韧性。独裁者不缺乏敌人。他们之所以能够长期独裁专制,是因为大多数反抗者都是浅尝辄止,在强大的专制压力下退缩了,放弃了。他们希望妥协可以保证他们避免专制的迫害,结果却是专制独裁得以延续,大多数人民仍然遭受着迫害。

但是,有少数人坚持下来了。他们甘愿忍受贫困和迫害,在国内无法生存就流亡到海外。无论他们遭遇到什么样的艰难困苦,只有一样决不放弃,那就是对专制制度做不妥协的斗争。这就是革命的韧性;看上去毫无希望但是永不放弃的韧性——即使被别人认为是傻瓜,也只是笑一笑勇往直前的韧性——最终得到的是全民族的解放。看上去强大的独裁专制最终会倒在他们的脚下。

二百多年前美国人民就是这样赢得了他们的自由。今天,突尼斯、埃及和利比亚的人民也将沿着这条道路赢得他们的自由。艺术家们喜欢把那光辉灿烂的瞬间展示给观众。但是历史告诉我们,那瞬间的光辉需要长期默默无闻的韧性的战斗来培植。好花还要绿叶来扶持,而那绿叶是从小苗开始慢慢成长起来的。只有经风雨并见过了世面,才有那花开的瞬间。

利比亚的革命先驱们从三十多年前就开始了他们勇敢的反抗。在卡扎菲刚上台不久,他们就当众宣布这是个新的独裁者。为此他们遭受了迫害,流亡到海外。生活的艰难,世俗的不理解,独裁帮凶们的污蔑栽赃都可能消磨掉他们的意志。有多少流亡者在困难面前退缩了,消沉了,甚至堕落了,投降了,或者换一个时髦的说法叫做“良性互动”了。

在西方政客与独裁者们良性互动的形势下,利比亚的革命者们屡战屡败,但是也屡败屡战,坚持不懈。在国内的革命者遭受不间断的扫荡和出卖的形势下,海外反对派就成为不间断的火种,延续着革命的精神和经验。独裁者可以在国内从肉体和精神上消灭反对派和革命者,在国外他们也只能使用造谣诬蔑和栽赃陷害了。海外是独裁专制鞭长莫及的范围,是革命延续火种和经验的根据地。古今中外的革命证明了:革命需要韧性地坚持,需要延续精神和经验的根据地。在现代化的统治技术延伸到社会的每一个角落的情况下,海外就是统治者鞭长莫及的根据地。

和埃及利比亚的独裁者相比,中国共产党的统治更加严密,更加狡猾。在消灭国内所有冒头的反对派苗头的同时,采取一切手段消灭海外反对派,是中共长期的既定方针。在用良性互动、妥协投降的理论迷惑、软化反对运动的同时,中共还开辟了新的战场:这就是切断反对派运动的经济来源,切断反对派运动的传播手段。花费大量资金和人力建立网络封锁,就是大家知道的中共的公开措施。

大家所不知道的,还有一些长期有效的政策,正在逐步帮助中共消灭海外反对派力量。这就是切断财源和消灭媒体。没有了活动经费和传播工具,任何运动都不可能发挥作用,就像被阉割的动物不可能传宗接代一样。

中共利用它们收买的西方政客和学者,制造出了一些颇具迷惑性的理论。第一就是海外反对派无用论。在这个理论的影响下,西方所有国家政府都遵循一项原则,就是只援助国内的所谓非政府组织。现代化的统治技术可以保证国内所有公开的非政府组织不会是革命组织,即使偶尔有漏网的情况也很容易迅速消灭。这个政策实际上是给中共上了一道免费的保险。

即使有这一道免费的保险,也不能阻止那些革命的反对派的韧性的战斗,也不能阻止漏网的和非官方的援助支持革命者的工作。于是几年来,共产党的合伙人们就有了一项新的工作:在渗透和收买海外中文媒体的同时,消灭那些无法收买的媒体,就成为重点中的重点。

现在就有一批西方的政客在美国国会中游说,企图证明美国之音和自由亚洲广播电台已经没有多少听众了,应该撤销这两个电台的中文广播。实际上这个工作从几年前就开始了。这帮中共的合伙人也是屡败屡战,坚持不懈地要撤销中国听众主要的消息来源。海外的反对派不但要和公开的敌人作斗争,还必须对付这帮中共的西方合伙人,好为中国人民保留言论自由的小小的补充,为中共的舆论垄断撕开一个小小的裂缝,为人民不受欺骗保留非常重要的机会,为将来的革命保留星星火种。

中共为什么坚持不懈地要消灭海外反对派的活动?西方政客为什么一定要消灭中文的广播?其实,这都证明了海外革命者的韧性的战斗是中共独裁专制的主要的敌人。国内韧性战斗的同志们需要海外的支援,海外的反对派运动也需要国内人民的理解和支持。特务需要和共产党良性互动;革命也需要和人民良性互动。

Libya's rebel army and the mercenaries of Gaddafi are still fighting.   
Gaddafi had the foresight to store a large amount of gold and foreign exchange. So even if the Western countries impose economic sanctions against him, he still has a lot of cash to pay mercenaries a thousand dollars per person per day.  Once, mercenaries almost wiped out the rebel army.

With strong urging from the international community, the United States and Europe finally took action with air strikes to force Gaddafi to retreat to his home base. The war then started to lean in favor of the rebel army. One of the important pressures on the international public opinion that turned the situation around from dead back to alive,was the role of the overseas Libyan opposition. For a long time, they have been appealing and explaining to the international society for it to understand the nature of Gaddafi's dictatorial regime.  Thus they were able to play an important role at a crucial moment for the international society to make a decision that was beneficial to the Libyan people.

As the old Chinese saying goes, three feet ice is not from one day of freezing, just as Rome was not built in a day.  To deal with a gang of sophisticated dictators not only requires wisdom and courage, but even more needs persistent resilience.  Dictators do not lack enemies.   
However, the reason that dictators could have long-term dictatorships is because most of the resistors lack resilience.  Under the strong pressure of an authoritarian figure these resistors retreat and give up. They hope compromise would guarantee that they avoid persecution from tyranny.  Instead, the result is that the dictatorship is continued and the majority of people still suffer from the persecution.

However, a few people do persist.  They are willing to endure poverty and persecution.  They go into exile when they cannot live in their own countries.  Regardless of the hardships and difficulties they encounter, they do not give up the uncompromised struggles against the  
autocratic system.  This is the resilience of the revolutionary, a kind of resilience that seems to be hopeless yet never gives up.  This kind of resilience is to smile at the others' comments about them being a fool while continuing the journey, until all the people are  
liberated.  With this kind of resilience, a dictatorship which seems to be strong will eventually fall under their feet.

Two hundred years ago, the American people won their freedom in this way.  Today, people in Tunisia, Egypt and Libya will also win their freedom along this way. The artists like to show the audience the brilliant moment. However, history tells us that that moment of brilliant blooming requires a long-term silent cultivation of  
resilient fighting.  Beautiful flowers need sustaining green leaves, while the green leaves came from the slow growth of little seedlings. Only after the storm of rain and wind, only after one sees the various aspects of the society, will there be the moment of that bloom.

The pioneers of the Libyan revolution began their brave resistance more than thirty years ago.  Shortly after Gaddafi came to power, they announced that Gaddafi was a new dictator, for which they suffered through persecution and went to exile.  The difficulty to live and be  
understood by the outside, and the smearing and framing by the accomplices of the tyrant may mill away their determination.  In front of these difficulties, many people in exile retreated and depressed, or even fell and surrendered, or chose a way which could be described  
in a fashionable word as "positive interactions".

As the Western politicians made positive interactions with these dictators, the revolutionaries of Libya were defeated in every battle, yet they persisted with resilience and chose to fight despite every defeat. While the revolutionaries inside of their country were  
subjected to continuous raids and betrayals, the overseas opposition became the seed of fire providing continuity, carrying on the spirit and experience of the revolution. While the dictators could eliminate opposition and revolutionaries physically and mentally in their own  
country, they could only use slander and framed disinformation against those in exile.  After all, overseas is beyond the reach of the dictatorship, and remains the base for the fire and experience of the  
revolution to be continued.  Revolutions both current and in the past,in China and other countries, have proved that revolution needs to be resistant and have a base to continue the spirit and experience.  As modern techniques for watching every individual have extended into every corner of the country, only a base overseas cannot be reached by the dictators.

In comparison to the dictators of Libya and Egypt, the Chinese Communist Party's rule is even more stringent and more cunning.  As it tries to eliminate all the opposition seedlings that have shown up, using all means to eliminate overseas opposition has been a long  
established policy of the Communist regime.  While using the theory of "positive interaction," compromise, and surrender to confuse and soften the opposition movement, the Communist Party opened up a new battlefield.  They have tried to cut off all the financial resources and terminate the communication measures of the opposition movement. Spending a huge amount of money and manpower to build up an Internet blockade is one of the public measures by the Communist regime that many people know of.

But others may not know as well some other long-term effective policies that help the Communist regime to gradually eliminate the opposition forces overseas. This policy is to cut off financial resources and to eradicate the media.  Without financial support for its activities and communication tools, any movement is hard to be  
effective; like castrated animals that cannot continue the family line.

The Chinese Communist regime also bought out some Western politicians and scholars, to create some theories which could baffle the others. The first is that the overseas opposition is useless.  Under the influence of this theory, all western governments have followed a principle of providing aid only to the so-called NGO's inside of a  
country.  The modern ruling technique could guarantee that all domestic NGO's remain non-revolutionary.  Even though a few slip through, they still can be easily and quickly eliminated.  So, this policy has given the Communist regime a free card.

Yet, even though they have this free card, they cannot really stop the resilient fight of the revolutionary opposition, nor stop the work of the revolutionaries who slip through or continue with non-official support.  So in the past few years, the partners of the Communist  
Party have had a new job: while penetrating and buying out the overseas Chinese media on one hand, to eliminate the media that it could not buy out on the other.

Even now, there are some Western politicians lobbying the U.S. Congress in an attempt to prove that the Voice of America and Radio Free Asia do not have many listeners so the Chinese service should be withdrawn.  As a matter of fact, this lobbying started several years ago.  The partners of the Chinese Communist Party also keep fighting after they lose each battle, resiliently insisting to withdraw the major source of unfiltered information that the Chinese audience could have.  So the overseas opposition not only has to fight against the open enemy, but also has to deal with these Western partners of the Communist Party, in an effort to retain the supplement of free speech to the Chinese people, to tear a small crack in the media monopoly of the Communist regime, to maintain this very important opportunity to  
keep the Chinese from being deceived, to retain the little seedling of fire for the future revolution.

Why is the Communist Party so persistent in its effort to eliminate the activities of the overseas opposition? Why are some Western  politicians are so determined to destroy the Chinese broadcasting?  In fact, all these activities prove that the resilient fight of the  
overseas opposition is the main enemy of the Communist authoritarian regime.  Our comrades inside China who continue their resilient fight need the support from overseas, and the opposition movement overseas also needs the understanding and support of people inside China.   
While the special agents try to make "positive interactions" with the Communist party, revolution also needs to make positive interactions with the people.
